A large part of the souls in the city do not belong to one of the legions, either because they were lucky enough to uncaul themselves before a reaper showed up, or because they were reaped by someone from outside the Hierarchy. Some are simply travelers who are in the city temporarily, and have not yet been caught by the authorities. Procedure in this Necropolis is that any wraiths in the city not able to display a legion symbol, or unable to answer some simple questions all legionnaires know, are taken before one of the Anacreons (or an Overlord representative). If they wish to remain in the city, they will be introduced into the appropriate legion and branded with its symbol. If they should choose to decline, they are escorted to the city limits and told never to return. Despite these precautions, the Necropolis swarms with unbranded wraiths. All survival as a renegade, heretic or independent wraith requires is that you know how to hide when the legion patrols walk by, and do not attract attention. The Hierarchs have a habit of making examples of those anti-social elements they do find, and the forges are always churning… The largest band of renegades known to the Hierarchy is led by a wraith known as Summer. She has raided the forges of the city the several times in order to free slaves, and has met with minor success each time. Her gang is large and well-armed, and has connections all over the city. A large bounty is out on Summer’s head, but nobody except idealistic bureaucratic servants expect it to be cashed in in the near future. Several other renegade groups use the city as an operating base, but they are largely unknown by anyone outside them. The religiously based heretic circles are found there, though few in numbers. Several stories have been told of enigmatic clergy preaching the way to Transcendence, but little heed has been paid by the Hierarchy, who seem to care less about these groups than renegades or specters, understandably. The wraiths that simply try to survive, by tending to their fetters and trying to come to terms with their existence, are a silent majority that are often overseen. They rarely play a direct part in the city’s political and internal structure, but their actions often have effects that are ignored at the Hierarchs’ peril. The Dictum Mortem was written for a reason, after all, and by Charon himself. Spectral attacks on the city have been few in the past, and there are no permanent nihils within the Necropolis borders. Doppelganger infiltration is an ever-present threat, but routine checks are performed by the Hierarchy’s pardoners on every wraith in a prominent position. Anything else would be Oblivion-induced madness. |
